BOARD OF DIRECTORS OPEN MEETING MINUTES
MONDAY, OCTOBER 27,2008
6:30 PM AT THE DESERT RIDGE FIRE DEPARTMENT

Board Members Present: Jodi Fialkin and Terry Cunningham.

Board Members Absent: All were present.

Management Present: Mike Miller, Community Manager, Rossmar & Graham.

Call to Order: Jodi Fialkin called the meeting to order at 6:35 PM.

Asset Landscaping - Dave Londen gave a presentation and introduced Raphael, supervisor onsite. Dave addressed questions from the homeowners and the board about removing waist-high deer grass. Dave said it was an ongoing project and would take some time. Previously it was too hot to trim the grass. Now that it is going into dormancy, it is the correct time to remove it. Alternatively, Dave offered to cut back all the deer grass to a ball by next meeting, removing those that are a real nuisance if that was the preference of the board.


Mike addressed a particular homeowner about trimming trees on private property. He announced from now on homeowners will be getting violation letters to cut their own trees that are overhanging the sidewalk. Asset will continue to trim trees in the common areas.


Dave answered a homeowner informing him that they wanted to address all the stonework needed to replace the removed deer grass at once instead of in phases. Terry stated that they would need to spray for scorpions and bugs once the deer grass was removed.


Mike will be sending out weed letters to homeowners who have been lax in up keeping their yards He also stated that most weeds were spurge and he recommended Spectracide to kill it. Dave informed the homeowners to refrain from pulling it as that would spread the seeds.


Dave said Asset has over seeded and in a week and a half he expects wonderful results.


In reference to a question about shaping trees and shrubs, Dave offered to meet with the landscape committee to discuss the common area landscaping for direction.


Open Discussion for Homeowners:
There will be a bulletin board installed between the two gates, facing in to the community. There will also be a community mailbox installed there for suggestions.
John Rivers a non-homeowner as of 10/27/08 attended the meeting and was approved to speak. He became disruptive multiple times. He was asked to leave but refused.

Approval of September Minutes: Jodi moved to approve the September minutes. Terry seconded and the motion passed.

Financial Update:
Treasurers Report - The review of the September Financials was given by Jodi.
- Jodi moved to put some of the reserves into CDs. Mike suggested staggering the CDs.
- Terry seconded the motion and it passed.


2009 Budget - The budget will be discussed the first week in November. The exact date will beposted.


Jodi suggested they add a monthly option to the current quarterly assessment payments. Mike fielded questions from those present about paying for assessments. He suggested Surepay as a viable, easy option for homeowners.

Continuing Business:
Committee Reports
Architectural - Terry gave his report. The committee meets the first week of the month. He reiterated that architectural requests must go to Mike first. He stated they hoped to complete general guidelines for solar lighting shortly after Christmas.


Landscape/Pool- The new pool contractor has greatly improved the pool upkeep.


Social - Party - A picture presentation was given of the last social with remarks by Sandy Fialkin.
- The upcoming newsletter will mention all the donators with thanks from the community.


The Block Watch -This committee is on hold. Block Watch Grant Program - This grant was finally approved. $9,700.00 will be granted to the community. This money will go to current lighting, parking, and safety issues.


No Parking Area's on the streets- Emergency vehicles cannot find homes, cannot park, and cannot traverse the streets due to parked vehicles. Mike stated the homeowners need to park in their driveways and not in the gravel. Terry said Rosemont and Morrow will have red painted areas which will be towing areas. Mike said the City of Phoenix will come out and give their opinion of where to place the 'red' zones.


Rules & Regulations meeting - There have been two meetings with one meeting left. All homes will receive a copy of the Rules and Regulations when they are completed.


Architectural Requests need to be made prior to installation, not after.


Kathy Forman announced a garage and bake sale will be held in November.


New Business:
Jodi touched briefly on the following subjects.
Lighting
Signage on Property
HOA Billing Schedule Change
A Property Walk will be made to review each home for current architectural status which will be recorded.
Agendas will be posted prior to meetings.
No Action in Lieu of Meeting - Mike said no action has been taken in lieu of meetings.


The next meeting will be at 6:30 p.m. Monday, November 24th 2008 at the Desert Ridge Firehouse.


There being no further business to discuss the meeting was adjourned at 8:31 p.m.
